BACKGROUND
While massive funding cuts were announced by the US Government in February 2025, Sudan was amongst the ‘lucky’ countries that saw much of its USG funding preserved. Twelve months later, agreements that remained active are coming to an end. The timeline for this varies, as several organizations have no-cost extensions in place or have requested them. The full scope of the impact will thus be felt at the latest by July 2026, when all programs and extensions will have come to an end, assuming that the USG’s notification that no new bilateral agreements will be made remains in force.
Once this closure is fully in effect, at least US$13,623,230 per month for lifesaving health, nutrition, wash and protection service delivery will be lost. This translates to a deficit of US$163,478,760 per year, impacting at least 1,716,114 people monthly and 20,593,368 yearly who will lose access to previously available services.
The below data has been collected exclusively from organizations that still had active USG awards as of February 1, 2026 noting that only 10 of the 12 (or 14 if we consider consortium partners) recipients of USG funding meeting these criteria responded. It also only pertains to non-commodity related funding, to account for the newly committed USG funds that will be channeled through OCHA in support of critical enablers, pipelines and cash programming.1 This document focuses on the impact that the closure of legacy BHA awards will have over the coming months on service delivery in four critical sectors: health, nutrition, WASH and protection.
